Empowering Lives for 50 Years: The Evolution of New Horizons Resources

New Horizons Resources is an organization dedicated to supporting individuals with developmental disabilities in Dutchess and Ulster Counties. This year, they celebrated their 50th anniversary, marking five decades of commitment to their community members, some of whom have been with the organization for many years.


Initially, New Horizons provided services through a campus-based setting and large group homes in rural areas. Over the years, they have transitioned to more integrated community settings, including smaller residences in suburban areas and cities like Kingston and Poughkeepsie. This shift reflects a broader change in the field from institutional to community-based support, largely influenced by the deinstitutionalization movements spurred by exposés like Willowbrook.


Samuel Laganaro and Sandy Swan, who have both been with New Horizons for over 25 years, emphasized the organization's focus on tailoring services to individual needs, allowing residents to progress from more to less intensive settings as their needs change. They highlighted the story of an individual who transitioned from an institution to owning a home and finally receiving end-of-life care in a familiar environment, illustrating New Horizons' dedication to providing lifelong, holistic support.


"Our service model has evolved significantly over the past 50 years, reflecting changes in societal attitudes and policies towards people with developmental disabilities," said Laganero. Swan added, "We focus on empowering our clients, or as we refer to them, individuals, to live fulfilling lives within their communities."


New Horizons also engages in employment support, helping individuals find and retain jobs in local businesses like Haniford, where they perform various roles contributing positively to their communities.
